There are two ways to answer your question
"When did the KAO come on the internet?"

The Live From the Stratosphere project started in the summer of 1995
with an Email list.  This list (updates-lfs) was first announced widely
around the Internet in May of 1995.  The first messages were sent in
July.  The Live From the Stratosphere web and gopher sites became
available to the public in early September, 1995.

Also, the KAO is available on the Internet via a set of web pages
produced by the KAO folks (as opposed to LFS's educational focus).
These pages appear to have first been made availabel in July of 1994.
